As Long As It's Still Public?

Pat McCrory's education web page has an odd phrase in it:

Parents know better than the government what is best for their children. We need to lift the cap on charter schools and provide tax incentives for parents who choose to send their children to non-traditional public schools. [emphasis mine]

Is that a glitch, or is McCrory proposing to give tax credits for attending charter schools?
