Annexation Moratorium Bill Weakened, but Passes J-2

The annexation moratorium bill got amended in the J-2 Committee.  The moratorium on forced annexation would now last until April 30, 2009 as opposed to June 30, 2009.

Apparently, exempting big cities, like Blue wanted, didn't fly.
