Just in time for another bill in the General Assembly to expand the state's film tax credit, which legislators just expanded last year despite our warnings, Governing Magazine asks whether the $1.8 billion states gave in incentives and tax credits between 2006 and 2008 are worth their cost.
The answer is still no.
