Was it really meant as an insult?

A story in The New York Sun had this headline: 'Anti-War Protesters Call Police Stalinists'. This was the group hanging on to Cindy Sheehan's coattails. Considering who makes up this lash-up I'm not sure they didn't mean it as a compliment.
