Bonus Observation: Ruth Samuelson looks for the “silver lining” in the upheaval. Meh. The fact fact that Raleigh — or the GovCenter — does not already have performance contracts embedded in the way business is done should tell you something, Ruth. The status quo does not want solutions, it wants power.
