As government continues master-planning, Highlands recently formed a land use planning committee. One subject of concern was, of course, watersheds and stormwater mitigation. You may be surprised to know that, “Using elevation and slope, the state can identify where perennial streams should be in a perfect environment, located in the valley between each slope.” Matt Shuler, cartographer for the committee, plotted stream locations for a perfect environment, added buffers, and found there was almost no room left for future development. Fortunately for developers, the state is looking into redefining “perennial streams.”
