For those who are uninsured, this WSJ chart outlines who may be eligible to receive premium subsidies via the health insurance exchanges that are scheduled to open for enrollment on October 1, 2013. Under the written text of the Patient Protection and Affordable Care Act, federal subsidies are distributed to individuals earning an annual household income between 100-400% of the Federal Poverty Level (FPL) in ONLY states that have established their own health insurance exchanges. 34 states have refused to create their own online health insurance marketplaces, including North Carolina.
