City Council did not approve a resolution advocating for the creation of an “independent energy efficiency administrator for the State of North Carolina.” Dr. Carl Mumpower said the measure represented a “confusing set of priorities” when the state was laying off teachers and letting the criminal justice system nextdoor at the courthouse rot. Mumpower said the state would be creating another level of bureaucracy. Robin Cape argued that government could handle more than one issue at a time. It had to take care of the climate and the economy as well as those issues proscribed by its constitution. Kelly Miller said the language of the resolution was too open-ended with phrases like “fairly funded,” “incentives to conserve,” and “independently evaluate.” Jan Davis agreed the document was open-ended, questioning its costs on energy consumers.
