The following dilemma was entirely predictable: Our state lottery will likely miss its target of raising $425 million for education programs, according to this report.

How should we feel about this? On the one hand, the shortfall could cause a funding squeeze for the state’s education establishment. On the other hand, North Carolinians are proving they are not as gullible as some had projected.

We would have faced the same dilemma in reverse if the latest lottery budget projections had grown. On the one hand,  state leaders would have more money to use for their education programs. On the other hand, the revenue would prove that far too many people are willing to take a sucker’s bet.
