“Plague” is the word Rep. Dale Folwell, R-Forsyth, uses to describe North Carolina’s $28 billion unfunded liability for the State Health Plan.

Folwell described the problems connected with that liability during a lunchtime presentation to the John Locke Foundation’s Shaftesbury Society. In the video clip below, Folwell describes one potential solution: changing the operating calendar for the Health Plan from a fiscal year (July to June) to the calendar year.
