A question rarely asked

In low turnout elections, such as Tuesday’s, you rarely see the
papers question whether the citizens have really expressed their
opinion, like the N&O did about the vote in Orange County:

School tax failed, but turnout was 17%
Have Orange voters spoken?

UPDATE: For example, the N&O did not ask if the 12% turnout for Wake County school board was representative.
