Senators Dole and Burr are co-sponsors of an amendment to the “Transparency” Act (S.1) that Karen Welch writes about on Carolina Journal Online today. The Gregg Amendment, S.ADMT.3, proposes a Title III, “A Second Look At Wasteful Spending”, which institutes a presidential line-item veto with certain guidelines (he can only exercise this power four times a year, but he can nuke a program a full year after it passes Congress).

Two questions I have — Is this just the latest iteration a semi-annual ritual of Quixotic legislation, proposing this power at the federal level? But philosophically speaking, what’s wrong with it?
