Congratulations to former JLF Center for Local Innovation Director Thomas Stith, a member of the Durham City Council, for his efforts to get to the bottom of a mind-boggling housing-subsidy scandal in the Bull City. A former employee of a city-funded housing nonprofit got money from the nonprofit for her home back in the mid-1990s but never paid back a dime. She also had a $3,000 unpaid bill for property taxes. Nevertheless, city officials were until yesterday apparently getting ready to spend more money fixing up her house.
