UNC School of Government professor Jessica Smith recently released a video that sheds important light on a legislative proposal that may be considered by the General Assembly during this week’s special session. The proposal, which has been incorporated as a provision in both HB 482 and SB 114, is to create a “Criminal Code Recodification Commission” and assign it the task of producing “a fully drafted, new, streamlined, comprehensive, orderly, and principled criminal code.” In the video, Prof. Smith explains why North Carolina’s criminal law is desperately in need of such recodification:
