Leah Byers is a Development Officer for the John Locke Foundation. A native of Rutherford County, Leah believes data-driven policies based on freedom-minded principles are the best path forward for her home state of North Carolina.
Prior to joining the Locke team, Leah was a Policy Analyst and Government Affairs Coordinator for the Civitas Institute. Her career in state government began in 2015 with internships in the offices of the Lieutenant Governor and the North Carolina House Majority Leader.
Although education policy is her first love, Leah has also enjoyed engaging on issues related to healthcare, energy policy, elections, and fiscal responsibility.
Leah earned her master’s degree in Public Administration from the University of Kentucky, completing her thesis research on the effects of state policies on charter school outcomes. She obtained her bachelor’s degree in Political Science and Sociology from North Carolina State University.
During her free time, Leah enjoys reading and spending time with her golden retriever-mix, Tucker.
