It is sad when children are abused. It is sad when a report says programs that are supposed to help abused children are hardly doing a thing right. It is also sad when nobody knows what on earth the report is supposed to measure, in what value system, and according to what purportedly objective criteria. All we know is the federal government is, once again, putting pressure on social service departments to staff up and spend more, or lose federal subsidies.
