There are plenty of state and local government initiatives to provide broadband access, distance education, and telepsychiatry to rural areas. But state regulations such as certificate of need (CON), the charter school rules, and other rules make it nearly impossible for the private sector to help in providing the same services with people instead of webcams, even though other aspects of state law require having a person physically present.

I don’t understand either the requirement for an person to be present or the restrictions on those who would make it easier to have a person present.
