When last we heard anything about the $3.9 million in improvements to the road to the John B. Lewis Soccer Complex, it was just crazy talk. Asheville City Council approved the big deal that involved even rerouting a river. A lot of money would come from diverting water revenues as if this were some kind of waterworks upgrade. Surely, then-Representative Tim Moffitt would blow the whistle and write a new Sullivan Act. But he didn’t, and the local daily announces the work, four years later, is now complete.
