Locke Foundation staff members were in the gallery this week as the House of Representatives debated the lottery bill. It passed by a vote of 61 to 59, but John Hood reports that some legislators used JLF data during the floor debate (Rep. Joe Kiser and a few others). Following the vote, Rep.
