Locke Foundation staff members were in the gallery this week as the House of Representatives debated the lottery bill. It passed by a vote of 61 to 59, but John Hood reports that some legislators used JLF data during the floor debate (Rep. Joe Kiser and a few others). Following the vote, Rep. David Almond referenced JLF’s arguments in an e-mail explaining why he voted “no.” This Sunday’s “At Issue” on NBC-17 featured an interview with Sen. Janet Cowell (D-Wake), who discussed what’s next in the Senate and her comment to the Winston-Salem Journal that “it’s not the silver bullet for education that people think it is.
