It was unprecedented. “Fifth Amendment” and “Second Amendment” were actually uttered during a meeting of Asheville City Council.
Councilman Dr. Carl Mumpower said he was going to advocate minimal stream buffers because buffers were being created by violating citizens’ rights to be secure in their property without unlawful takings. “Anything that ignores the Constitution is irrelevant,” said he.
Councilwoman Robin Cape disagreed. Council, said she, was charged with “protecting the commons.” Mumpower then asked how it was the commons if he alone bought it and paid taxes on it.
In another discussion, Mayor Terry Bellamy said she wanted legislation supporting the entering of “illegal guns” into a federal database. Confronted with a chamber-full of confusion, Bellamy clarified, “illegal guns that have been confiscated during a raid or arrest.”
Mumpower said he tended to support the Second Amendment.
