A new annexation ruling came out today. While towns have to provide
substantially the same services to annexies, the question in this case
was whether a town that provides no services besides sending a tax bill
can still annex. The answer, according to a majority of a Court of
Appeals panel is “yes.” There was a dissent though, so the N.C. Supreme
Court will have to hear the case.
