Airports run into problems with their neighbors when they try to expand, but those are geographically limited. Rail service has more opportunity to make people angry, because it has a lot of neighbors. Rail also isn’t that fast.
Just to recap: rail takes longer to build, costs more to build, and is not that fast once it’s built.
