City government could actually cut some spending, instead of increasing it at a double-digit rate, over and above population growth, as has been the case in recent years. Could go back to the General Assembly for a quarter-cent for transit and a quarter-cent for roads or schools or courts mix. Could actually make some tough choices, in other words, rather than just jump up and down and pout.
