A three-judge panel of the N.C. Court of Appeals has rejected Raleigh attorney Gene Boyce’s effort to force the State Bar to seek an outside review of a professional misconduct complaint against Gov. Roy Cooper.

Among other opinions released this morning:

*A unanimous three-judge panel is reversing a trial judge and forcing a dispute involving coal ash back to an administrative law judge. The trial court had blocked permits allowing coal ash to be used as structural fill for mines in Chatham and Lee counties. Now the parties in the dispute will have a chance to argue about the issue again in a courtroom.
