Arkansas’s Medicaid “Private Option” waiver is really code for enforcing Obamacare’s Medicaid expansion.  The state just decided to get creative with the “free” federal money.  But supporters deny this claim and instead say that the private option has nothing to do with Obamacare.

That’s just crazy talk.

The private option will offer low-income individuals (including childless adults) living up to 138% of the Federal Poverty Level (FPL) to sign up for health plans on Obamacare’s health insurance exchanges.  These private option plans deliver Medicaid services and are funded by Medicaid.  Any individual enrolling in a private option plan loses eligibility for subsidies offered on the exchanges.

Sounds like expansion to me.
