Rather than kicking and screaming, I have decided to find out what it is about IMPLAN’s code that causes gifts of corporate welfare to have ROI’s of 90,000. As I began looking for assumptions, as I assume the proprietors would not give me their code for free, I read this funny from the City of Richmond, CA’s web site:
