A Republican governor, Democratic Senate, and a House split politically by the overthrow of its longtime leader nonetheless came together in 1989 to create North Carolina’s Highway Trust Fund.
Joe Mavretic, the Democrat who led the House as speaker in 1989 and 1990, outlined the Highway Trust Fund’s political history during a presentation to the John Locke Foundation’s Shaftesbury Society. In the video clip below, Mavretic discussed the fund’s legacy.
