North Carolina has the nation’s worst system for setting auto insurance rates, says senior fellow Eli Lehrer of the Competitive Enterprise Institure. Lehrer is preparing a report on the topic for the John Locke Foundation. In the meantime, he highlighted some of his concerns in an article today for The News & Observer.
