The Town of Franklin is on the offensive preparing for possible legislated restraints against involuntary annexation. The town annexed additional land in July in order to extend its ETJ, and the annexation of an additional 88 parcels is currently underway. One business owner interviewed by the Smoky Mountain News explained the necessity of an ETJ:
If you don’t take steps to control zoning and the people moving in, you have the masses of people doing whatever they want to do.
