The Town of Franklin purchased a lovely 12.71-acre parcel for public buildings. Years later, it decided to renovate a building downtown instead. That left it with the charming parcel, of which Mayor Joe Collins declared:

I think the property is much too valuable and the location is such that we would be better served by having a say in how it’s developed.

The town contacted two architectural firms for visions. One, Edwin Terrel Meek, charted a course for opening dialogue with key town figures and other interested parties to develop a plan for coming up with a plan. The other, Allison Ramsey, promised a design reflective of new urbanism, smart growth, pedestrian friendliness, conformation, greenness, and form-based coding. Town leadership is not yet ready to build.
