Charlotte will spend $1 million on an air quality improvement plan no one thinks will work, but that is at least less expensive than the $2.8 million plan no one believes in either. Sorry, that is what I come away with from the city council’s action the other night. Better to do something, even if it costs money, than nothing, which is free.

Of course, the scary spin is that unless we all roll around on electric scooters some $6 billion in federal transportation money will go poof in 2010.
