The winning bid for a one-year deal for midway rights expected to
put $3.7 million to $3.9 million in state coffers was decided by a slip
of paper pulled from a little cup. Agriculture Commissioner Steve Troxler, after struggling to find more than one bid, decided that chance was the way to go.  Don Carrington,
on WTVD Raleigh-Durham, discussed the unorthodox bidding process used
to choose this year’s vendor.  Due to the dearth of bids,
Carrington suggested selling the midway, much like one could sell a convention center.
