N.C. House Speaker Jim Black defends the campaign spending practice of his fellow optometrists — calling it a good way to keep individuals involved in the election process.

Black has been answering questions for more than 100 minutes. He’s spent far more time on the stand than any other witness in two days of hearings before the N.C. Board of Elections.

Black says he believes lawmakers will need to change some campaign finance laws as a result of the hearings.
