As state legislators continue to haggle over reform of North Carolina’s Medicaid program, a new John Locke Foundation report explains how fundamental changes in the funding system would improve Medicaid. That includes converting the federal portion of Medicaid into an annual block grant and using tax credits to help healthier Medicaid patients purchase private health insurance coverage.
