As more gets written about CMS’ $2 billion construction plan, I’ve received a couple of anecdotal stories about CMS construction habits that are pretty alarming.
One is that an experienced contractor who was part of one CMS project and was amazed by the poor workmanship he saw. Another is the widespread belief that bids for CMS projects can be significantly inflated to pull in profit margins of up 50 percent on CMS work.
