Pundit House has unearthed a move by CMS to save money by reworking the Learning Community system called into being a couple years ago by Peter Gorman with great fanfare and even greater expense — over $10m. at least.

As we documented last year, the LCs are heavy with $100K salaries that never, ever see a child in a classroom or hallway. They are the equivalent of bureaucratic bullet magnets — sent out to deflect and catch community ire while providing the illusion of helping to educate children. As such they are essential to the Gorman School of Management, which dictates that PR is more important than results.

If CMS backtracks here it will be a clear sign that there is no plan — just reaction.
