Now the plan — imagine this —- is to borrow $17 million from the federal government, with $8 million going toward the Craven’s refurbishment. But here’s the truly crazy part —- $3.1 million would go toward replacing windows and locks at 11 schools.

So the school system is turning to the federal government to perform basic maintenance on schools. Nice.
