We do not believe so. Localities should not be allowed to pass legislation that runs counter to those passed by the General Assembly. Situations like the HB2 fiasco are bound to happen when this occurs. Allowing municipalities to pass inconsistent laws also leads to a variety of problems including local criminal ordinances that further gum up and add confusion and duplicity to our criminal code. North Carolina is not a home rule state. If we want to change that it should entail detailed, robust debate and a vote in the General Assembly.
