The bad winter storms will surely damage progress made toward achieving ICLEI-like carbon-footprint goals during the past few years with mellow winters. Will the cold throw green schemes off target, or will we continue to meet our goals by moving expenditure line items into other departments, or perhaps partnering with private enterprises that will assume responsibility for the carbon burned? Better yet, perhaps we can find a way that conscious private citizens can purchase government fuel offsets to keep government on-target as an example for establishing conservation for guidelines soon to be incentivized on the public. I suppose it too futuristic to talk about asking citizens to forfeit food or housing for credits equivalent to putting power back on the grid.
