So I’m not quite understanding the Catawbas strategy here: Getting shot down by North Carolina doesn’t play up the flirt element to try and get the tribe’s preferred partner — South Carolina — to agree to a casino.

The only other possibility is the the payoff from a casino is so huge that it make sense for the tribe to apply and fight it out in court on the off chance they’d win. But such a plan sounds more like lawyers wanting to get paid driving the litigation and negotiation strategy than anything else.
