And no one in North Carolina’s power structure likes the idea. And the state has to sign on to the idea at multiple levels for it to happen. So I’m not quite understanding the Catawbas strategy here: Getting shot down by North Carolina doesn’t play up the flirt element to try and get the tribe’s preferred partner — South Carolina — to agree to a casino.
The only other possibility is the the payoff from a casino is so huge that it make sense for the tribe to apply and fight it out in court on the off chance they’d win. But such a plan sounds more like lawyers wanting to get paid driving the litigation and negotiation strategy than anything else.
