In the first presidential debate, Senators McCain and Obama tangled over corporate tax cuts. Senator Obama stated: ??we actually see our businesses pay effectively one of the lowest tax rates in the world.?
 
While there are various ways to measure effective tax rates, there is little, if any, support for Obama?s contention.
 
In a new analysis [pdf link] for the Cato Institute, Canadian tax scholar Jack Mintz finds that the United States has the eighth highest marginal effective corporate tax rate among 80 countries studied. Mintz also argues that cutting the federal corporate tax rate would not lose the government any revenue over the long term because of the positive dynamic effects.
