According to the Center for Education Reform’s 2010 charter school law ranking and scorecard, North Carolina has the 12th weakest of the nation’s 40 charter school laws.

CER researchers point out,

? Unsupportive state leaders ignore long-reached school cap

? Charters have had to sue to gain access to equitable funds

? University of North Carolina (UNC) is permitted to authorize, but has never exercised its authority to do so

South Carolina earned a C, while Virginia earned an F. California and Minnesota were the only states to earn an A.
