Some people want North Carolina to join a compact designed to defeat the Electoral College system. Others would like to see the state’s electoral votes divvied up proportionally, based on the votes in each of the state’s 13 congressional districts.

Gary Robertson of the Associated Press offers this assessment of the issue:

If recent history is any guide, the bill will
pass based on what makes the best politics for the Democrats, who hold
the majority in the Legislature.
