Local taxes and fees topped $2,275 per person in Chapel Hill during the 2009 budget year, as the Orange County town jumped two spots to rank No. 2 among North Carolina’s largest municipalities in per capita local government costs. Raleigh ($1,943) jumped three spots to No. 7, according to a new John Locke Foundation report.

Three other Triangle cities rank among the state’s top 10: Durham (No. 6 at $1,954), Wake Forest (No. 8 at $1,923), and Cary (No. 9 at $1,911). Garner ($1,832) ranked No. 16, whileApex ($1,810) ranked No. 17.
