My conclusion is that Black cannot say that he did turn around and hand the money out to other pols even if he did as that would, A) Demonstrate there was no functional difference between Black’s personal funds and campaign funds, and B) Open up those pols to the recovery of those illicit funds.
Also recall that Bell said they would contest the amounts Black received in his tour of North Carolina’s restrooms. That would help keep the restitution amounts down.
Bottomline, if you are a North Carolina pol who received funds from Jim Black certainly from 2002 on, you might want to consider giving up those donations right now and get ahead of this thing.
