Theatrics 101 — if your media-coddled protest comprises “nearly 20” or “about 30,” then to maximize imagery you have to hold the protest inside someone’s office.
Cramming a dozen or so into the confines of an office looks a lot better than having “about 20” standing outside looking pitifully small.
Even if you fall a few thousand “hundred thousand” short of an actual rabble roused, the compliant media want to capture images that look like a real protest, at the very least.
(On the other hand, if your office protest wound up drawing “about 300,” it’d have to spill over onto the streets, where only a news organization would take pictures.)
