No, this does not mean that Southwest has announced when it will begin flying to Charlotte on its own metal. Rather by some time in the first quarter of 2013 it will have figured out how to allow people to book travel part on AirTran (which is owned by Southwest) and part on Southwest, thus allowing some flying from Charlotte to fly on AirTran to Baltimore and then take a Southwest flight to (say) Buffalo or Providence. This seemingly small development is quite significant for increasing competition from Charlotte to various point in the Northeast.

Bonus observation: AirTran still flies from Charlotte to Atlanta and Baltimore.
