This is a really tough decision. Suppose you operated a restaurant and leased sidewalk space in front. On the sidewalk was a park bench where low-income and elderly people chain smoked so terribly, it was scaring customers away. As the owner, would you keep the bench in front and enjoy reduced sales because you were providing a “community benefit,” or would you replace the bench with outside dining tables to try to keep your business afloat during the economic downturn?
