As Congress prepares today to repeal and replace Obamacare, North Carolina’s new governor is defying a 2013 state law in pursuit of Obamacare’s Medicaid expansion.

Gov. Roy Cooper told a business forum today that he’s seeking a federal government amendment of the state’s Medicaid plan. Cooper’s plan would go against the four-year-old state law that blocks the state’s executive branch from expanding Medicaid.
