Polls show President Bush is having trouble generating support for personal accounts as part of Social Security reform. Some Congressional leaders have reportedly been urging supportive members to pattern their tactics after those used by Sen. Elizabeth Dole in 2002 when she defeated Erskine Bowles. When Bowles criticized her on the issue, Dole held up blank sheets of paper to illustrate his total lack of a plan.
